Compact Projects

Within each Compact are projects chosen by the country through a rigorous, open process which are targeted at reducing poverty and stimulating economic growth.

Access to Land Project

  • Improves land administration and management;
  • Formalizes property rights in rural and urban areas;
  • Decentralizes land registration by establishing regional offices; and
  • Provides education on land policy.

Access to Financial Services

  • Creates a facility to expand financial services;
  • Strengthens supervision of microfinance institutions;
  • Arranges stakeholder forums on expanding financial services;
  • Improves the financial sector regulatory environment;
  • Improves credit information bureau; and
  • Helps financial institutions provide land collateral-based loans.

Access to Justice Project

  • Expands the Arbitration Center of the national Chamber of Commerce;
  • Improves the Business Registration Center;
  • Trains judges and personnel to strengthen oversees the Inspector General Office;
  • Establishes a public Information Legal Center;
  • Provides legal aid to poor litigants through NGOs; and
  • Constructs new courthouses.

Access to Markets Project

  • Improves port procedures and trains personnel;
  • Upgrades roads and gates, constructs a conveyor system, reinforces north wharf substructure, improves security safeguards;
  • Establishes a fish/seafood inspection-handling facility;
  • Constructs a new south wharf.

Monitoring and Evaluation

Collects quantitative and qualitative data to evaluate the impact of compact projects.

Program Administration and Oversight

Costs include implementing unit’s administrative expenses for procurement, fiscal agents, and audit functions.
