Frances Reid
Deputy Vice President, Department of Compact Implementation
Frances Reid is Deputy Vice President for Europe, Asia and Latin America at the Millennium Challenge Corporation (MCC). She is also responsible for the Infrastructure and Environmental and Social Assessment divisions of Compact Implementation.
Ms. Reid has more than 25 years of experience in global emerging markets. Prior to joining MCC, Ms. Reid was a Senior Policy Adviser in International Affairs at the U.S. Treasury, having previously spent 8 years at the European Bank for Reconstruction and Development (EBRD), where she focused on direct investment and corporate finance. Prior to joining the EBRD, she worked at Lehman Brothers as Managing Director of Lehman Brothers Global Investment Management, as a member of the International Advisory Group advising governments in Africa, Asia, Latin America, and Eastern Europe on economic development, direct investment, debt restructuring and financial management issues, and in international corporate finance. Ms. Reid also worked for a number of years as a lawyer on cross-border corporate transactions in Europe, Latin America, Africa, and East Asia, and earlier as a political and economic risk adviser to a major commercial bank and as a professor of political economy.
Ms. Reid has a PhD, and a JD from Harvard University, an MA from Oxford University, and a BA from Smith College. She is an Associate of the Davis Center for Russian and Eurasian Studies at Harvard University.
