Dennis Nolan

Acting Deputy Vice President, Department of Administration and Finance

As Deputy Chief Financial Officer, Mr. Nolan is in charge of all aspects of financial management for the Millennium Challenge Corporation. This includes accounting and reporting, development of financial policies and procedures, production of MCC’s quarterly and annual audited financial statements, and ensuring compliance with all regulatory requirements. He works closely Departments across the Corporation on the financial management aspects of compact development, implementation, and oversight.

Prior to joining MCC, Mr. Nolan worked for the Environmental Protection Agency (EPA) as the Deputy Director in the Office of Financial Management. In this position, Mr. Nolan was responsible for all aspects of EPA’s financial policies, systems, reporting, and cost management.

Mr. Nolan also worked for the Federal Deposit Insurance Corporation (FDIC) for 15 years prior to joining the EPA in 2002. Mr. Nolan held a number of positions including Special Advisor to the CFO and Director of the Division of Finance. Mr. Nolan was also heavily involved in the resolution of failed savings and loan and banks during the late 80s and early 90s.

Mr. Nolan is a graduate of the University of South Florida with a bachelors degree in Accounting.
