Carol Hessler
Managing Director, Infrastructure, Environment and Social Assessment
Carol A. Hessler, Managing Director, Infrastructure, Environment and Social Assessment for the Millennium Challenge Corporation (MCC), overseas the daily operations of the Infrastructure, Environment and Social Assessment Division which is part of the Department of Implementation. She is responsible for managing a team of technical, sector and environment and social assessment experts in delivering timely technical support in the implementation of Compacts. The Infrastructure, Environment and Social Assessment Division engages in analysis, due diligence and implementation of projects which include, but are not limited to, rural roads, rail roads, water and sanitation, irrigation systems, airports, ports, dams, industrial zones and the development of social infrastructure. She works closely with the Vice President, and Deputy Vice Presidents of Implementation and other MCC officials to achieve the organization’s goals.
With a back ground in project finance, Ms. Hessler spent nine years in Indonesia where she worked on private power development and restructuring including advising the Indonesian government on the investment climate for private investment. While employed at the Export-Import Bank of the United States she financed over $8.9 billion dollars in project finance transactions around the globe.
Ms. Hessler has a Masters Degree with Distinction from the London School of Economics, a Masters from the JL Kellogg Graduate School of Business at Northwestern University and an undergraduate degree from the University of Pennsylvania. She has also studied in Tokyo and Thailand.
