William G. Anderson, Jr.
Vice President and General Counsel
William G. Anderson, Jr. serves as Vice President and General Counsel for the Millennium Challenge Corporation (MCC). In this capacity, he oversees the Office of the General Counsel, including the attorneys, paralegals and assistants. He brings extensive management, litigation, and policy experience to MCC, where his responsibilities include helping guide the department through all phases of compact negotiation, execution, and implementation.
Prior to joining the Corporation, Mr. Anderson served as deputy general counsel of the Overseas Private Investment Corporation (OPIC). While at OPIC, he helped U.S. businesses invest overseas, foster economic development in new and emerging markets, complement the private sector in managing risks associated with foreign direct investment, and support U.S. foreign policy. These missions were accomplished through the issuance of political risk insurance, creation of private equity funds, providing investment guarantees, and by making direct loans. Prior to joining OPIC, Mr. Anderson worked for Trans World Airlines in St. Louis, Missouri, where he supervised litigation, negotiated international codeshare agreements, helped supervise its bankruptcy claims, and counseled solutions to resolve TWA’s critical long-range and day-to-day operational issues. These issues included aircraft accident planning, communication-improvement plan, customer service plan, corporate assault policy, and aircraft and airport security and safety. Mr. Anderson also served as a judge advocate in the United States Air Force, where he specialized in aviation and criminal matters.
Mr. Anderson received his bachelor’s degree in political science from Southern Methodist University. He was awarded his Juris Doctor from the University of the Pacific, McGeorge School of Law, and while there he earned the Emil Gumpert Trial Advocacy Award for Outstanding Achievement.
